Using insights from the Sahel Resilience Partnership, this SIPRI policy brief explores how donors may improve the humanitarian–development–peace (HDP) nexus in the Sahel. It makes the case for financing collective resilience outcomes through integrated, multisectoral, and multi-agency approaches rather than fragmented, institution-specific projects. Stronger geographic and programmatic convergence, complementing collaborations, shared data systems, multi-year and flexible funding, and coordinated community-level implementation are among the top priorities. The brief also highlights the importance of integrating social cohesion through conflict-sensitive programming and collaborative learning in areas like education, food security, climate adaption, and governance. In order to improve resilience and lessen reliance on ongoing humanitarian aid, it advises donors to give priority to adaptive, evidence-based funding and embedding research in order to bolster local capacities, institutional legitimacy, and social trust.
