The conversations during the learning event served as inspiration for this discussion paper. It aims to broaden the conversation to include actors operating in the area of Emergency Cash Transfers and National Social Transfer Programmes as well as actors in other regions who are facing similar issues. It offers a preliminary analysis of the problem, outlines some of the workshop’s conclusions, and makes multiple recommendations to be put in motion. Its primary goal is to elicit responses and promote introspection. Given the size of the issue, this first initiative seeks to initiate a more extensive process of communication and debate between state actors, humanitarian actors, and other relevant institutions.
