Rapporteur Ahmet Berat Çonkar deplores a “lack of coordination among various actors” and initiatives to resolve the ongoing conflicts in the Sahel, violent extremism and inter-ethnic conflicts in the region. An “improved outreach and engagement” with civil society is necessary, as well as “efforts in terms of governance, humanitarian aid and development,” he points out. The situation is complex and requires addressing the underlying causes of conflict beyond just policing and military involvement. Yet, there is a risk of territorial spillover :
