At the fifth ministerial summit, which was organized by the African Development Bank and took place in Ouagadougou on June 30, 2025, delegates from six member nations of the Desert to Electricity Initiative endorsed two important strategic documents: the Strategy for the Promotion of Green Mini-Grids and the Joint Protocol for Independent Power Producers (IPP). The purpose of the meeting was to increase the production of independent power in the Sahel. The African Legal Support Facility (ALSF) and the Desert to Power Taskforce worked closely together to design the IPP Joint Protocol, which sets uniform guidelines and documentation to support the construction of massive solar power facilities under public-private partnerships (PPPs). Finding a framework to speed up implementation and promote involvement is the goal of the mini-grid strategy.
