In an attempt to move away from expensive foreign operations, international allies are growing more eager to hand over security duties to the Somali government as they strive to meet the pressing need to thwart the al-Shabab onslaught. Only by taking a countercyclical strategy that addresses Somalia’s fundamental causes of instability, such as the disjointed anti-al-Shabab alliance and issues with the power-sharing structure, can partners end the cycle of foreign operations.
