The Alliance of Biodiversity International, CIAT, Tree Aid, and the CGIAR Research Initiative on Climate Resilience (ClimBeR) collaborated to compile this policy brief, which offers an evaluation of the amount and caliber of climate funding flows aimed at the AFOLU and Climate Smart Agriculture (CSA) sectors in the Horn of Africa and the Sahel. This brief outlines key obstacles, funding shortfalls, and practical suggestions for improving the mobilization and efficient channeling of climate financing to these areas based on a thorough desk examination and analysis of OECD climate finance data from 2010 to 2022. This policy brief focuses on state funding for AFOLU in the Horn of Africa and the Sahel due to a lack of sufficient data on private sector financial flow. The research looks at important factors such finance volumes, funding sources, tools used, alignment with government adaptation and mitigation targets, and how well finance works to provide quantifiable results for the people most impacted by climate change. In order to build climate resilience and advance sustainable development paths that are in line with regional and national objectives, the brief also provides strategic recommendations for maximizing the NCQG to mobilize global climate funds to help the AFOLU sector in these vulnerable regions.
