Morocco’s 2011 Constitution, particularly the preamble, appears to have served as inspiration for its efforts to collaborate with the Sahelian states. Morocco pledges in this preamble to uphold the Maghreb Union, strengthen ties with the Arab-Islamic Ummah, step up cooperation with European nations in the Mediterranean, bolster cooperation throughout Africa, and broaden ties with the rest of the world. Regarding the substance of the Atlantic initiative, the Sahelian states have embraced it as it presents opportunities for development and progress, if not outright survival. For instance, the annual budget of Niger, one of the world’s poorest nations, was slashed by 40% in 2023 as a result of creditors’ and donors’ withdrawal of support.
