An approach to the crisis in the Sahelian region which is merely military is insufficient. Services to the communities and citizens would “contribute to stability,” as elites in the countries forming the Sahel have lately been admitting. These services need to be provided in areas of the region where the state “no longer exerts control”, thereby strengthening sovereignty.
